Indonesia vs Vietnam
If you are only starting to pick a site now, you are no longer buying at the old price. Five things worth putting through your own calculator.
Industrial park rents in northern Vietnam are forecast to rise about 5–9% a year through 2024–2026, and 3–7% in the south. The people who went early locked in the cheap rate; what is left for you is the price after the increase.
Average gross pay runs about IDR 3.5 million a month in Indonesia (roughly US$195) against about VND 8 million in Vietnam (roughly US$315) — about 40% lower in dollar terms. (Whole-economy averages, not industry-specific; use them for order of magnitude.)
Indonesia has 285 million people at home, close to three times Vietnam’s roughly 100 million. The same line here can serve export and domestic orders at once; in Vietnam the domestic side is far smaller.
Nickel, bauxite, steel and the downstream smelting are all local, and so is the policy pushing processing onshore. For renewables, metalwork and electronic structural parts, the supply chain is one leg shorter.
Local-content requirements like TKDN are a barrier to competitors still sitting offshore, and an advantage once you manufacture here — government and state-enterprise buyers must give preference to products that meet the threshold.

KITAS work permits
Indonesia does not permit foreign nationals to work on a tourist visa. To send your own engineers to install, commission and train a line, you must go RPTKA → work permit → KITAS. Miss this step and everything you have already spent sits waiting at the gate.
File the foreign worker plan with the Ministry of Manpower: roles, headcount, duration and how local staff will be trained.
Pay the DKP-TKA foreign worker compensation levy and obtain the work permit.
Immigration issues the limited stay permit, usually for 6 or 12 months, renewable.
Reporting, renewals and dependant visas — and conversion to KITAP permanent residence once the conditions are met.

We walk the plots and check the titles ourselves. Where a plot has a problem we will tell you not to buy it — selling someone a disputed piece of land is not business we want.
TKDN, SNI, K3L and ISO are not subcontracted out. Our own team files them, which is why we can tell you what each one is currently queueing on.
Our team is Indonesian. When you need a Mandarin interpreter to walk sites, negotiate or visit government offices with you, we introduce you to freelance interpreters who studied in China. They do more than translate — they know where to eat in Jakarta, where to take a client to dinner, and where to go afterwards when the evening calls for it.

FAQ
A foreign individual cannot hold SHM. The correct route is to register a PT PMA foreign-owned company first, and have the company hold HGB (right to build) or another right available to a legal entity. We convert the title into a form the company can lawfully hold before transfer. This is standard practice.
The usual requirement is total investment above IDR 10 billion excluding land and buildings, with IDR 10 billion issued and paid-up capital, varying by KBLI business code. In practice the sticking point is not the figure — it is opening the foreign-owned account, getting the funds in, and producing the capital verification. We work with banking partners we deal with regularly and walk that stretch with you, so it rarely becomes the bottleneck people expect.
TKDN (Tingkat Komponen Dalam Negeri) is Indonesia’s local content certification, calculated product by product across local materials, local labour and local equipment. It matters in three ways. First, under Perpres 12/2021 government and state-enterprise buyers must give preference to products scoring at least 25%, and where products exist that reach a combined 40% of TKDN plus corporate benefit value (BMP), anything below that generally does not make the shortlist. Second, listing on the LKPP e-Katalog — the main gateway to public procurement — normally requires a TKDN certificate. Third, in electronics the practical range is usually 25–40%, which local assembly plus some locally sourced structural parts will typically reach. We run your bill of materials first and tell you how far off you are and whether the gap can be sourced in Indonesia.
It depends on the product. Products on the mandatory list need SNI. Consumer goods outside the mandatory SNI list usually need K3L registration. Selling to government or state enterprises means TKDN. The factory itself needs K3 occupational safety and an environmental assessment. Halal applies mainly to food, drink, cosmetics and pharmaceuticals — ordinary electronics do not need it, and we will not bill you for a certificate you cannot use. Anything with a radio goes through a separate telecom approval track, and we will tell you which filings your specific model needs.
Yes — processing, prefabrication, galvanising and warehousing, and import trading too. Be aware steel is tightly regulated: most steel products carry mandatory SNI, importing requires API-U / API-P and an import approval (Persetujuan Impor), and some categories need pre-shipment inspection. We file all of it.
With complete documents, from notary to NIB is typically 2–3 weeks.
RPTKA through to KITAS is typically 4–8 weeks, depending on the role and how the authorities are scheduling. There is no single cap on headcount, but it has to match your local staffing ratio, the nature of the roles and what you filed in the RPTKA. Management and technical positions are approved readily; general operator roles are not.
It was already a factory site and has both a building and a concrete hardstand, so assembly, warehousing or light industry are the most direct conversions. The intended use must match the local RTRW spatial plan, which we verify for you before you negotiate a price.
Licensing, certification, KITAS and construction are quoted per project — itemised before you sign, with no additions afterwards. For land, we set out the commission arrangement in writing before you view anything, and we only move forward once both sides have agreed it. Nothing appears at the end that was not on the table at the start.
Yes. We put together the full set of site photographs, plot dimensions, title documents and notes on the surroundings and send it over by WeChat or email. If you want someone to travel out and film or fly a drone specifically for you, we can arrange that as a paid service, quoted upfront.
